Wokingham housing plans clear a key hurdle

Independent planning inspectors have indicated that Wokingham Borough’s Local Plan Update can be found sound and legally compliant, provided recommended modifications are made and subjected to another public consultation.

For residents, the immediate consequence is greater certainty over where future development may take place. The inspectors confirmed that no additional housing allocations are required, meaning the council is not currently being asked to identify further sites for homes beyond those already included in the draft plan.

The confirmation follows examination hearings completed earlier in the summer. It is not final adoption: the inspectors must still assess the proposed changes and responses submitted during the next consultation before issuing their final report.

Existing housing allocations remain sufficient

The inspectors’ position reduces the prospect of new housing sites being introduced at this stage of the examination. The draft plan’s existing allocations will instead proceed to the modifications phase, subject to any changes recommended by the inspectors.

Once adopted, the Local Plan Update will guide decisions about where development can and cannot occur across Wokingham Borough. It is also intended to strengthen the council’s position when considering proposals that fall outside the agreed development strategy.

Wokingham Borough Council says the plan will require 40% of homes on major developments to be affordable. The inspectors’ letter also leaves in place the draft requirements for higher energy efficiency in new homes and the identification of more than 100 new protected green spaces.

Those policies remain part of the draft rather than final adopted rules until the examination and adoption process is complete.

Homes and infrastructure planned together

The Local Plan Update covers more than housing numbers. It is designed to coordinate new homes with schools, roads, community facilities and sporting provision, setting the planning framework for infrastructure to be delivered alongside development.

This matters most to communities near allocated sites, where the plan will shape the scale and location of growth as well as the supporting facilities expected with it. The inspectors’ confirmation does not grant planning permission for individual developments; proposals will still be considered through the relevant planning process.

Council leader Cllr Stephen Conway said an up-to-date plan would help ensure that growth is properly planned, infrastructure is provided in appropriate locations and the borough retains as much local control as possible over future development. He described the inspectors’ letter as a positive step, while acknowledging that recommended modifications remain necessary.

Public consultation remains before adoption

The council will now prepare documents setting out the modifications requested by the independent planning inspectors. These changes will be published for public consultation later in 2026, giving residents another opportunity to comment before the examination concludes.
